TNI: More Than Just a Security Force
Inpres 9/2020 serves as the legal foundation for the TNI in carrying out three key missions in Papua:
- Ensuring security stability across the region.
- Supporting local governments in providing essential public services.
- Building inclusive social communication to strengthen the relationship between the state and its people.
Through the deployment of TNI task forces (Satgas) in various regions, the Indonesian Army proactively contributes to establishing stability and a conducive environment for development in Papua.
Security: The Foundation for Papua’s Development
Security is the primary prerequisite for Papua’s accelerated development. TNI fully understands this and continues its relentless efforts to create a safe and stable environment for all citizens. However, security threats remain a challenge.
One of the most significant threats is the Armed Separatist Group (KSB), formerly known as the Free Papua Movement (OPM). Their violent acts continue to pose a serious risk to stability.
One tragic example occurred on Monday, August 5, 2024, when Glen Malcolm Conning, a New Zealand citizen and helicopter pilot for PT Intan Angkasa Air Service, was murdered by OPM militants. This violent crime not only disrupted stability but also endangered foreign professionals contributing to Papua’s development.
Demonstrating its commitment to humanitarian action, TNI swiftly evacuated the bodies of Pilot Glen, healthcare workers, teachers, and even young children from the conflict zone on Tuesday, August 6, 2024. This action was taken without any formal request from the victim's family or the New Zealand government—purely as a humanitarian mission to ensure the safety of those affected.
Additionally, TNI’s remarkable success in rescuing Susi Air pilot Captain Phillip Mark Mehrtens on September 21, 2024, further proves its dedication and operational excellence in protecting both domestic and foreign citizens from terrorist threats.

Commander of Koops Habema, Major General TNI Lucky Avianto, emphasized the vital role of security in Papua’s development.
"Security is a fundamental pillar in achieving the welfare of the Papuan people. TNI and Polri fully understand this and remain committed to maintaining stability across Papua. Beyond addressing separatist threats, TNI actively fosters community engagement through social and humanitarian activities.
