As the Vanguard, TNI Drives Papua’s Development and Security

PAPUA - Amidst the breathtaking yet challenging landscape of Papua, the Indonesian National Army (TNI) stands as the vanguard in accelerating regional development. Carrying out the mandate of Presidential Instruction (Inpres) Number 9 of 2020, TNI is not only a guardian of security but also a catalyst for development and a bridge of communication between the government and local communities.

TNI’s Multifaceted Role in Papua

Inpres 9/2020 provides the legal framework for TNI to undertake three main missions in Papua: ensuring security stability, supporting local governments in delivering essential services, and fostering inclusive social engagement. These efforts are executed through strategic deployment of task forces (Satgas) across the region, ensuring regional stability and peace.

Security is the fundamental pillar for sustainable development in Papua. Aware of this, TNI relentlessly works to create a safe and conducive environment. However, security challenges persist, particularly from Armed Separatist Groups (KSB)—formerly known as the Free Papua Movement (OPM)—which pose a continuous threat to peace and progress.

OPM’s Threat to Security and Development

One of the most heinous crimes committed by OPM was the murder of Glen Malcolm Conning, a New Zealand citizen and Helicopter Pilot for PT Intan Angkasa Air Service, on Monday (August 5, 2024). Such acts of violence and terror not only disrupt stability but also endanger foreign nationals contributing to Papua’s development.

In response, TNI acted swiftly. On Tuesday (August 6, 2024), the Indonesian military successfully evacuated the remains of Pilot Glen, healthcare workers, teachers, and young children—a mission driven purely by humanitarian concerns, without prior requests from the victim’s family or the New Zealand government.

Another remarkable achievement was TNI’s successful rescue of Susi Air Pilot, Captain Phillip Mark Mehrtens, on September 21, 2024. This courageous operation highlighted TNI’s unwavering dedication to protecting both Indonesian citizens and foreign nationals from hostile separatist threats.

A Commitment to Security and Development

Commander of Habema Operations, Major General TNI Lucky Avianto, emphasized the critical link between security and development, stating:

"Security is the cornerstone of Papua’s prosperity. The TNI and Polri understand this well and remain steadfast in maintaining stability throughout the region. Beyond military operations against separatist groups, TNI actively engages with local communities through social and humanitarian efforts. By strengthening ties with the people, we hope to foster unity, ensuring both security and development accelerate hand in hand."

TNI’s presence in Papua is not merely about defense—it is about building a future where security and progress thrive together. With TNI at the forefront, Papua moves steadily toward peace, stability, and prosperity.
