TNI: The Frontline Force in Driving Papua’s Development and Security

PAPUA - Amid the breathtaking yet challenging terrain of Papua, the Indonesian National Army (TNI) stands as a pillar of security, development, and social stability. Going beyond its traditional role, the TNI plays a crucial part in accelerating Papua’s development, in accordance with Presidential Instruction (Inpres) Number 9 of 2020.

This directive grants the TNI three key responsibilities: ensuring security, assisting local governments in delivering basic services, and fostering inclusive social engagement. Through the deployment of task forces (satgas) across Papua, the TNI actively contributes to regional stability and the creation of a safe and conducive environment for progress.

Security: The Foundation of Development

A stable security environment is essential for development. However, Papua continues to face challenges from Armed Separatist Groups (KSB), previously known as the Free Papua Movement (OPM). The tragic murder of Glen Malcolm Conning, a New Zealand citizen and PT Intan Angkasa Air Service pilot on August 5, 2024, underscores the persistent threat posed by these groups.

The violence does not only destabilize the region, but also endangers foreigners contributing to development. In response, the TNI successfully evacuated Glen’s remains, along with health workers, teachers, and young children, purely as a humanitarian mission, without any formal request from the victim’s family or the New Zealand government.

Additionally, the rescue of Susi Air pilot Captain Phillip Mark Mehrtens on September 21, 2024, was a significant milestone in proving TNI’s dedication to protecting civilians—both Indonesian and foreign nationals.

A Holistic Approach: Security and Social Engagement

Beyond direct security operations, the TNI prioritizes social and humanitarian efforts to build trust with local communities. Major General TNI Lucky Avianto, Commander of Habema Joint Operations Command, emphasized the TNI’s holistic approach to stability and development.

"Security is the foundation for Papua’s welfare. The TNI and Polri are committed to maintaining stability across the region, not just by confronting separatist threats, but also by fostering strong relationships with the people. Through social and humanitarian efforts, we aim to create lasting synergy in securing Papua and accelerating its development, " he stated.

The TNI’s unwavering commitment proves that national security and regional development must go hand in hand. By ensuring safety and fostering collaboration, the TNI continues to be the driving force behind a prosperous and united Papua.
