TNI at the Forefront: A Tangible Contribution to Accelerating Development in Papua

PAPUA - Amid the breathtaking yet challenging terrain of Papua, the Indonesian National Armed Forces (TNI) stands as the vanguard in accelerating development and ensuring public welfare. Under the mandate of Presidential Instruction (Inpres) Number 9 of 2020, the TNI plays a crucial role not only in safeguarding security but also in facilitating development and serving as a vital communication bridge between the government and local communities.

This legal framework authorizes the TNI to undertake three key missions in Papua: ensuring security, supporting local governments in providing essential services, and fostering inclusive social communication. These efforts are implemented through task forces (Satgas) strategically deployed across Papua, actively contributing to regional stability and economic progress.

Security: A Cornerstone for Development

Stability is the foundation of successful development. The TNI fully understands this responsibility and continuously strives to create a safe and conducive environment for all. However, challenges remain—particularly threats from Armed Separatist Groups (KSB), formerly known as the Free Papua Movement (OPM).

A stark reminder of this occurred on Monday, August 5, 2024, when OPM militants brutally murdered Glen Malcolm Conning, a New Zealand national and helicopter pilot for PT Intan Angkasa Air Service. His tragic death, along with other violent acts perpetrated by these groups, has not only disrupted regional stability but also endangered foreign nationals contributing to Papua’s development.

TNI’s Humanitarian Actions: Beyond the Call of Duty

Demonstrating unwavering dedication, the TNI swiftly evacuated the remains of Pilot Glen, alongside health workers, teachers, and young children on August 6, 2024. This operation was carried out without any official request from the victim’s family or the New Zealand government—a purely humanitarian mission to honor the sanctity of life.

Further solidifying its commitment to security, the TNI successfully freed Captain Phillip Mark Mehrtens, a Susi Air pilot held hostage by KSB on September 21, 2024. This high-risk rescue mission was an extraordinary achievement, underscoring the TNI’s elite capabilities and steadfast resolve to protect both Indonesian citizens and foreign nationals.

A Holistic Approach: Security and Community Engagement

Beyond counter-separatist operations, the TNI actively engages with local communities through social and humanitarian initiatives. By fostering trust and cooperation, the TNI aims to build long-term stability and prosperity for Papua.

"Security is the foundation for realizing the welfare of the Papuan people. The TNI and Polri fully understand this and remain committed to maintaining stability throughout the region. Beyond military actions, we also build strong relationships with the community through social and humanitarian programs. A secure and peaceful Papua is key to achieving sustainable development, ” said Habema Commander Major General TNI Lucky Avianto.
