TNI Law Revision: A Strategic Move to Strengthen National Defense and Soldier Professionalism

JAKARTA - The Indonesian government and the House of Representatives (DPR RI) are intensively working on revising Law Number 34 of 2004 on the Indonesian National Armed Forces (TNI). This strategic step aims to strengthen national defense, enhance soldier professionalism, and ensure civilian supremacy in national governance.

The urgency of this revision lies in the need to refine the TNI’s main duties, making them more effective and avoiding overlapping functions with other institutions. Additionally, the revision is necessary to adapt to evolving military and non-military threats, which are becoming increasingly complex in today’s global landscape.

Key Aspects of the TNI Law Revision

1. Placement of Active Soldiers in Ministries/Institutions

The revision sets clearer mechanisms and criteria for placing active TNI personnel in ministries and government institutions outside the military structure. These placements must be aligned with national interests and must not compromise TNI’s neutrality.

2. Retirement Age Adjustment

The revision also proposes an adjustment to the retirement age limit for TNI personnel, taking into account the increasing life expectancy of Indonesians. This adjustment aims to maintain a healthy balance of regeneration within the armed forces.

3. Upholding Civil Supremacy

A crucial aspect of this revision is the reinforcement of civil supremacy, ensuring a clear distinction between military and civilian affairs. The TNI remains committed to maintaining a balance between military roles and civilian authority, while safeguarding its professionalism.

During a hearing with Commission I of the Indonesian House of Representatives on Thursday, March 13, 2025, the TNI Commander reaffirmed the importance of civil supremacy in a democratic nation.

“The TNI is committed to maintaining a balance between military and civilian roles, while upholding the principles of civil supremacy and military professionalism in carrying out its duties, ” said the TNI Commander.

Through this revision, the TNI seeks to enhance its professionalism and readiness in addressing various security challenges while staying within the framework of democracy and the rule of law.
