Carrying out the mandate of Presidential Instruction (Inpres) No. 9 of 2020, the TNI is not only tasked with maintaining security but also facilitating development and fostering inclusive social communication. These efforts are realized through strategic deployment of task forces (Satgas), ensuring stability and progress in Papua.

Security: The Foundation of Development

A safe and stable environment is the cornerstone of successful development. The TNI recognizes this, working tirelessly to protect communities from security threats. However, challenges persist the Armed Separatist Group (KSB), formerly known as the Free Papua Movement (OPM), continues to pose a serious threat.

One of the most shocking incidents occurred on August 5, 2024, when the OPM brutally murdered Glen Malcolm Conning, a New Zealand pilot working for PT Intan Angkasa Air Service. This act of violence not only destabilized the region but also endangered foreign professionals contributing to Papua’s development.

In response, the TNI swiftly took humanitarian action, successfully evacuating the bodies of Pilot Glen, healthcare workers, teachers, and even young children, proving their unwavering commitment to protecting lives without waiting for requests from the victim’s family or the New Zealand government.

Furthermore, on September 21, 2024, the TNI achieved a remarkable success by rescuing Susi Air Pilot Captain Phillip Mark Mehrtens from hostage captivity a mission that demonstrated both skill and dedication to national and international security.

Beyond Combat: Winning Hearts & Minds

Major General Lucky Avianto, Commander of the TNI's Habema Task Force, emphasized the importance of security in driving Papua’s progress:

"Security is the foundation for the welfare of Papuans. The TNI and Polri fully understand this, working not only to neutralize separatist threats but also to build strong relationships with local communities. Through social and humanitarian initiatives, we aim to create synergy where security and development go hand in hand."

The TNI's presence in Papua goes far beyond military operations it is a force for progress, ensuring that education, healthcare, and economic opportunities reach even the most remote areas.

With its adaptive, modern, and responsive approach, the TNI is proving that development and security are inseparable and that Papua’s future lies in unity, stability, and growth.
