As the Vanguard, the TNI Makes a Real Contribution to Accelerating Development in Papua

PAPUA - Amidst the breathtaking yet challenging terrain of Papua, the Indonesian National Army (TNI) stands firm as the vanguard of progress, playing a crucial role in accelerating regional development. Upholding the mandate of Presidential Instruction (Inpres) Number 9 of 2020, the TNI serves not only as a security force but also as a development facilitator and a vital communication bridge between the government and local communities. This directive grants the TNI three key responsibilities in Papua: ensuring security, assisting local governments in delivering essential services, and fostering inclusive social communication. These responsibilities are actively carried out through the deployment of task forces (satgas) across Papua, strengthening regional stability and creating a conducive environment for sustainable growth.

Security: The Foundation of Development

A stable security environment is essential for Papua’s development, and the TNI remains fully committed to ensuring peace and safety for all. However, challenges persist, particularly from the Armed Separatist Group (KSB), formerly known as the Free Papua Movement (OPM), which continues to pose a real threat to national sovereignty and public safety.

A tragic incident underscored these threats when New Zealand citizen Glen Malcolm Conning, a helicopter pilot for PT Intan Angkasa Air Service, was brutally murdered by the OPM on Monday (August 5, 2024). This act of violence not only disrupted regional stability but also endangered the lives of foreign professionals contributing to Papua’s development.

In a remarkable humanitarian effort, the TNI swiftly responded on Tuesday (August 6, 2024), successfully evacuating the remains of Pilot Glen, along with healthcare workers, teachers, and even young children—without any prior request from the victims’ families or the New Zealand government. This selfless mission reflects the TNI’s unwavering commitment to humanitarian values.

Further solidifying its role as a defender of peace, the TNI also achieved a major breakthrough in rescuing Susi Air Pilot Captain Phillip Mark Mehrtens on (September 21, 2024). His successful release from captivity was a testament to the TNI’s exceptional capability and relentless dedication to safeguarding both Indonesian and foreign nationals.

Bridging Security and Social Welfare

Habema Commander Major General TNI Lucky Avianto emphasized the critical link between security and development, stating:

"Security is the foundation for improving the welfare of the Papuan people. The TNI and Polri fully understand this and continue to work tirelessly to maintain stability across Papua. Beyond military operations against separatist threats, we actively engage in social and humanitarian programs. By fostering strong relationships with the local community, we aim to create a synergy that ensures lasting security while accelerating development in Papua."

The TNI’s comprehensive approach—balancing security with social outreach—serves as a powerful model for national progress. As a guardian, partner, and builder, the TNI is not just protecting Papua but also shaping a future where peace and prosperity go hand in hand.
